(AP) ? Drawn together in this serene mountain outpost, leaders of the major industrialized nations are prodding Germany to balance its push for European fiscal austerity with doses of stimulus spending to avoid an economic calamity that could reverberate worldwide.

With three new members in their midst, the Group of Eight leaders will take measure of themselves as they turn their attention Saturday to reconciling the need to quell European debt crises with the desire to increase demand for goods and spur job growth.

Facing economic and political pressures at home, President Barack Obama and leaders of Germany, France, Canada, Italy, Great Britain, Russia, and Japan were huddling in the casual setting of Camp David's Laurel Lodge looking to build consensus even though a decisive plan of action seemed out of reach at this point.

The G-8 session here in this secure presidential compound nestled in Maryland's Catoctin Mountains sets the stage for a far more consequential European summit next week where eurozone members hope to come together on specific steps to fight rising debt while spurring a recovery.

Obama established the tone for the G-8 Friday after meeting with just-elected French President Francois Hollande, declaring that the aim of the summit is to promote both fiscal consolidation and a "strong growth agenda."

"President Hollande and I agree that this is an issue of extraordinary importance not only to the people of Europe but also to the world economy," Obama told reporters following the meeting.

In a hint of the pressures facing the leaders, Obama greeted German Chancellor Angela Merkel to Camp David Friday at dusk, asking her how she was. Merkel, facing resistance over her austerity push, merely shrugged.

"Well, you have a few things on your mind," Obama said sympathetically.

A central economic topic, though hardly the only one confronting Europe, is the fate of Greece which is facing the most acute financial crisis of the eurozone and is set to hold elections June 17 to end political deadlock. At issue is whether Greece abandons the euro to escape austerity measures.

Hollande, speaking with Obama at his side Friday, said: "We share the same views, the fact that Greece must stay in the eurozone and that all of us must do what we can to that effect."

Lowering expectations for the G-8, U.S. National Security Adviser Tom Donilon said: "The leaders I think will focus on specifics and specific concepts and ideas for growth and jobs. But I would also point out that the ultimate decisions on that would be decisions taken in the eurozone."

Also on the agenda is energy as the world looks to the oil markets in advance of scheduled sanctions on Iranian oil exports. While oil prices have been falling, major oil importing countries, including the U.S., are keeping a wary eye on prices and keeping open the possibility of tapping their own oil reserves.

For Obama, Europe's fate is critical to his own political survival. An economic recession that spreads to the U.S. could damage an already slow recovery and boost the argument by his Republican challenger, Mitt Romney, that the United States economy needs new leadership.

There is a get-acquainted aspect to the session as well. The Camp David gathering, the largest collection of foreign leaders ever at the presidential retreat, is the first G-8 meeting for Hollande, for Italian Prime Minister Mario Monti and for Japanese Prime Minister Yoshihiko Noda. In what has been widely viewed as a snub, Russian President Vladimir Putin is skipping the G-8, sending Prime Minister Dmitry Medvedev in his place.

The meeting comes at a turning point in Europe, marked by elections in France and Greece that signaled defiance toward the fiscal austerity measures that Merkel has pushed for the most indebted eurozone countries. European countries are straining under high borrowing rates. The drastic cuts in spending and government layoffs were designed to address massive national debts but they have also caused short-term economic distress and joblessness.

On Friday, Spain's central bank announced that the level of bad loans on the books of Spanish banks was at an 18-year high, fueling concerns about the financial sector in the eurozone's fourth-largest economy.

The emphasis on economic growth has been welcomed by Obama, who has long argued that the stimulative steps he took in 2009 put the U.S. on the road to recovery.

"Europe is still in a difficult state," Obama told donors in Seattle last week, "partly because they didn't take some of the decisive steps that we took early on in this recession."

To what degree the Europeans, and Merkel in particular, agree remains to be seen.

"With Hollande coming into play here, there is going to be a lot of pressure on Germany, not just from Hollande and Obama, but also some of the other countries ? Italy and UK ? some pressure for Germany to push more toward growth within Europe because they have to get them on board," said Jeffrey Bergstrand, a former federal reserve economist and now an expert on international finance at the University of Notre Dame.

U.S. officials have been encouraged by recent discussions in Europe to ease up some belt-tightening so that spending cuts aren't as deep or as swift and to increase spending on public works projects like roads and schools in weaker parts of Europe. They also point to Germany's recent decision to negotiate higher public sector wages, a move they say could have a positive ripple effect on demand.

Merkel herself has made conciliatory gestures, saying in a television interview this week that she was open to helping stimulate the Greek economy provided Greece honored pledges to shrink its debt.

"So far so good," Obama proclaimed after economic talks at Camp David, his secluded and highly secure mountaintop retreat. He played international host in the midst of a re-election bid that will turn on the economy, underscoring his stakes in getting his allies abroad to rally around some answers.

Yet there were no bold prescriptions at hand. Instead, leaders seemed intent on trying to inspire confidence by agreeing on a broad strategy no matter their differences.

Coping with shaky oil markets, the leaders set the stage for a united release of national oil reserves to balance any disruption in world markets when tough new sanctions are imposed on Iran's exports because of its disputed nuclear program. The leaders said they were ready to take "appropriate action" to meet any shortages.

The mere preparation to release oil reserves could help calm markets and ensure that oil prices, which have been dropping, don't climb again and anger consumers as U.S. elections approach.

The Group of Eight summit includes leaders of the United States, Japan, Britain, Germany, France, Italy, Canada and Russia.

German Chancellor Angela Merkel came to the summit as the European leader who had demanded austerity as the most important step toward easing the eurozone's debt crisis. But the election of Socialist Francois Hollande as president of France, and Greek elections that created political chaos in the country, were clear rejections of the belt-tightening Merkel represented.

Merkel said growth and deficit-cutting reinforced each other and that everyone around the table agreed. "That is great progress," she said. As for promoting growth, she said investments under consideration include research and development, Internet networks and infrastructure. But she said "this doesn't mean stimulus in the usual sense."

U.S. officials agreed, saying growth measures that the Europeans might pursue don't all require outright public spending, and could be in the form of public-private partnerships or in initiatives designed to loosen credit.

A joint summit statement reflected how urgently the countries must contain a financial crisis that could spread from the eurozone to the United States and infect the rest of the global economy. They declared unanimity in ensuring that Greece, which is crippled in debt and politically gridlocked, remains as part of 17-member euro currency union.

"The global economic recovery shows signs of promise, but significant headwinds persist," said G-8 leaders said. Yet with all of them facing their own difficult political realities, they built some sovereign wiggle room into their pledge to take all necessary steps, saying "the right measures are not the same for each of us."

The tension between austerity and growth ? whether to slash debt by cutting budgets or use public money and other means to help spur economic growth ? was the backdrop as Obama welcomed an emerging push for a balance between the two.

3 charged with terror conspiracy ahead of NATO

CHICAGO (AP) ? Three men arrested earlier this week when police raided a Chicago apartment were being held Saturday on terrorism conspiracy charges, accused of trying to make Molotov cocktails ahead of the NATO summit.

Their attorney, Sarah Gelsomino, said the men are "absolutely in shock and have no idea where these charges are coming from."

They were scheduled to be in court later Saturday for a bond hearing on charges of conspiracy to commit terrorism, possession of an explosive or incendiary device and providing material support.

Six others arrested Wednesday in the South Side raid were released Friday without being charged.

Chicago police Lt. Kenneth Stoppa declined to elaborate on the case beyond confirming the charges against the three who were still in custody.

Police identified the men being held as Brian Church, 20, of Ft. Lauderdale, Fla.; Jared Chase, 24, of Keene, N.H.; and Brent Vincent Betterly, 24. A police spokesman gave Betterly's hometown as Oakland Park, Mass., but no such town exists. There is an Oakland Park, Fla., that is near Fort Lauderdale.

The three came to Chicago in late April to take part in May Day protests, said activist Bill Vassilakis, who said he let them stay in his apartment.

He said Betterly was an industrial electrician and had volunteered to help wire service at The Plant, a former meatpacking facility that has been turned into a food incubator with the city's backing.

Vassilakis said he thought the charges were unwarranted.

"All I can say about that is, if you knew Brent, you would find that to be the most ridiculous thing you've ever heard. He was the most stand-up guy that was staying with me. He and the other guys had done nothing but volunteer their time and energy," he said."

Among the items seized by federal authorities was beer-making equipment, Gelsomino said.

Security has been high throughout the city in preparation for the summit, where delegations from about 60 countries will discuss the war in Afghanistan and European missile defense.

Elsewhere, Chicago was mostly quiet. Downtown streets were largely empty, though that is not unusual for a weekend. Security guards stood watch outside many downtown buildings. In places, the guards almost outnumbered pedestrians.

Outside the Chicago Board of Trade, a frequent target of Occupy protesters, a lone protester wore a sign about wasteful military spending.

Closer to the summit site, commuter rail service was halted so police could investigate a suspicious package on a train running beneath the convention center where diplomats will be meeting.

Among the pre-NATO protests planned for Saturday was a march on the home of Mayor Rahm Emanuel.

The bigger show will be on Sunday, the start of the two-day NATO summit, when thousands of protesters are expected to march 2? miles from a band shell on Lake Michigan to the McCormick Place convention center, where delegates will be meeting.

On Friday, police on bicycles and foot tailed activists through the streets but ignored taunts and went out of their way to make as few arrests as possible. Protesters made a lot of noise and tried to evade police, but otherwise were relatively uneventful.

In all, police said there was a single arrest on a charge of aggravated battery of a police officer. Another man was briefly taken into custody, but he was released a short time later after being questioned by police, a department spokesman said.

Michael Olstewski, a recent music school graduate who came to Chicago from Atlanta, was one of hundreds of protesters who took to the streets Friday for a spontaneous march. He said he would not rule out provoking police to arrest him later "if I feel it's strategic and a powerful statement."

Members of National Nurses United were joined by members of the Occupy movement, unions and veterans at a rally where they demanded a "Robin Hood" tax on banks' financial transactions.

Deb Holmes, a nurse at a hospital in Worcester, Mass., said she was advocating for the tax but also protesting proposals to cut back nurses' pensions.

spinlisterIt's been about a month and a half since peer-to-peer bike rental service launched in San Francisco and New York. Since then, the New York-based startup has been busy trying to attract bike owners to list their bikes and improve its inventory, while also trying to improve the overall experience of using its site. Despite only being available in two cities and for six weeks, the startup has already attracted a fair amount of interest from listers and renters. It has an inventory of about 400 from bikes from individuals, and more than 2,000 from bike rental shops listed. And it's seen rental interest from all over the world, with renters from six of the seven continents. (Antarctica is the only holdout.)
